International Year of the Family (1994)
28 November - 2 December 1993 NGO Forum in Malta

WUCWO, which has held continuous consultative status at the UN since 1947, welcomes with enthusiasm, hope and commitment the Proclamation of the International Year of the Family. Our request for such a year was first made in 1983.
WUCWO's constant concern for the dignity of the family has been evident in several regional conferences, including:
1980: (Belgium) The Role of the Christian Family in the Modern World
1984: (Nigeria) Towards a Better World - Family-Life and Health
1986: (Australia) Love in Action - Women's Role in Family Life
1986: (Zimbabwe) Christian Family-Life Development.
From these, many issues needing in-depth research and study were identified, for example:

· Education, training and development of women to provide for self-sufficiency in the family;
· Health care in the family;
· Marriage counselling;
· Christian family values;
· Those affected by abuse in the family;
· The role of Christian families as evangelisers and educators.

This led to the establishment, in 1987, of WUCWO's Permanent Commission on the Family. 1989 brought pro-family recommendations from North America, which included:
Making better education services available to all women;
Recognising different types of families, e.g. single persons, childless couples, elder couples, widows and widowers, those who are separated or divorced.

We ask that IYF should:
· promote moral and ethical family values;
· promote family activities;
· establish support networks for single-parent families;
and also to encourage women into leadership positions and to support those already in leadership positions, in promoting Christian values through good government legislation.

CONCERNS: WUCWO is concerned with:
· benefiting by, and learning from the differing realities of family life today;
· urging media transmission of positive family values in a moral and ethical context;
· frankness in speaking of, and dealing with, serious issues within the family;
· examining underlying causes of changes in family structures, and their consequences;
· creating and maintaining mutual respect and self-respect within the family and society;
· offering loving acceptance to all members.

ACTIONS: Promotion of ongoing education in:
· gender relationship (expressing equality of worth of all children, socially, spiritually and intellectually;
· parenting programmes;
· valuing the role of grandparents and the extended family;
· empowering families to speak for themselves;
· combating feminisation of poverty;
· supporting income-generation for families.

AIDS: Basic education for AIDS prevention should take place in families by stressing the benefits of marital fidelity and pre-marital chastity.
Action: Information courses in women's groups on the family in difficulty and on how to live with an infected person.
Education must reach men.

VIOLENCE: We need identification of underlying causes.
Action:
Develop women's solidarity.
Enable women to speak about violence and to listen with understanding.
Educate men as fathers, not only providers.
Develop non-violent ways of dealing with anger and frustration.
Monitor legislation and enforcement.

ENVIRONMENT: We affirm the family as the first school of environment awareness.
Action:

Good management of waste disposal and recycling.
Eradicate water-borne disease.
Reduce unnecessary consumerism.
Link a deep love of creation and its wise use with protection of the environment.

INTERNATIONALLY: WUCWO has played, and will continue to play, an active role in the NGO contributions to the International Year of the Family.
More than any other event on social issues, NGOs have been essential agents in highlighting the importance and complexity of the family. In this context, WUCWO has worked in the NGO committees in New York, Vienna, and in Paris in the ICOs.
WUCWO is also contributing to the NGO Forum in Malta in November/December 1993, an event which is related to the launching of the IYF by the General Assembly of the United Nations. This event, like all seminars and workshops conducted up to now, aims to empower families, and to raise awareness of the importance of the family.
